External availability monitoring

Recently I ran into an unexpected downtime, because my subscription hit a maximum spend limit on Azure, and Azure decided to deactivate the subscription until I come to the portal and approve pay-as-you-go plan. While I had alerts set up, not a single fired, because they were part of the deactivated subscription. While I’ve fixed the underlying issue and will be looking at AWS as a hosting option for the node, this made me also think that we need to have external availability alerting that isn’t tied to our node hosting environment.

Have we thought about doing smth like this generically?
