We recently had a discussion on secret ballots, and I wanted to open the discussion up to another option as well, hybrid ballots.
What is a Hybrid Ballot?
A hybrid ballot is the idea that our governance model should have two options when voting on/creating ballots:
Secret creation/vote. A secretly created ballot would not reveal the creator of the ballot (or similar variation). A secret vote would not reveal any details related to the voter or how they voted (or similar variation).
Open creation/vote. An openly created ballot would reveal the creator of the ballot (or similar variation). An open vote would reveal details related to the voter and how they voted (or similar variation).
Why a Hybrid Ballot?
Both open creation/votes and secret creation/votes offer advantages and disadvantages, and the value of these advantages and disadvantages will vary by clone network and, even, by individual validator. Allowing each clone network and each validator to have access to both types can offer the flexibility for any and every clone network to thrive.
